Excludes entities producing and selling 5 megawatts or less per hour of renewable solar energy to adjacent or contiguous properties from the definition of "public utility" under Florida law.

Expands the definition of "net metering" to allow customer-owned renewable generation to offset electricity consumption across all of the customer's contiguous properties under the same ownership, not just a single site.

Removes the word "either" from the public utility exemptions list, a technical clarification to the statute.

Effective July 1, 2012.
