Creates section 316.305 to establish a noncriminal traffic infraction for using a handheld cellular telephone or electronic communications device while operating a motor vehicle in a school zone.

Exempts police officers, emergency medical services personnel, persons requesting emergency assistance, persons reporting illegal activity or road hazards, and persons in parked or stationary vehicles from the handheld device prohibition.

Sets a $30 penalty for violations of section 316.305, with all fine proceeds remitted to district school boards to enhance school resource officer programs.

Amends section 318.21 to specify that penalties from handheld device violations in school zones are distributed directly to school boards rather than through standard county court penalty distribution procedures.

Takes effect July 1, 2012.
