• Expands permissible services by nursing homes with standard licensure status including respite care, adult day services, and therapeutic spa services to non-residents, with allowance for shared programming and staff between different service types.

• Modifies pain management clinic ownership rules to permit board-eligible and board-certified physicians (including those in multispecialty practices) to own pain-management clinics without registration; adds American Board of Pain Medicine as recognized certification entity.

• Implements multiple healthcare compliance measures including requirements for accreditation documentation for home medical equipment providers, clinical laboratory restrictions on providing personnel to physician offices, and enhanced penalties for license alterations and financial non-disclosure by healthcare facility controlling interests.
