Requires prekindergarten instructors in school-year programs delivered by private providers and public schools to hold a bachelor's degree or higher in early childhood education, prekindergarten, primary education, preschool education, or family and consumer science, effective July 1, 2015.

Allows instructors with a bachelor's degree in elementary education to qualify if they have been certified to teach ages birth through grade 6, regardless of current certification status, provided their educator certificate is not suspended or revoked.

For prekindergarten classes with 12 or more students, requires one instructor meeting bachelor's degree requirements and one instructor holding a child development associate credential and completing emergent literacy training.

Repeals Section 1002.65 regarding aspirational goals for prekindergarten instructor credentials, replacing them with mandatory credentialing requirements.

Amends cross-references in sections 1002.61 and 1007.23 to align with the new credentialing structure, and establishes an effective date of July 1, 2012.
