Revises bicycle helmet safety standards to require compliance with federal safety standard 16 C.F.R. part 1203 for riders and passengers under 16 years of age, with helmets properly fitted and fastened by a strap.

Allows helmets purchased before October 1, 2012, that meet ANSI Z 90.4, Snell Memorial Foundation, or other nationally recognized standards to continue being worn until January 1, 2016.

Authorizes law enforcement to issue bicycle safety brochures and verbal warnings for violations of bicycle lighting equipment requirements during sunset to sunrise hours.

Permits law enforcement to issue citations for bicycle lighting violations and assess fines as pedestrian violations under section 318.18.

Requires courts to dismiss charges for a first lighting equipment violation if the rider provides proof of purchase and installation of proper lighting equipment.
