Creates temporary permits for physical therapists allowing graduates of approved U.S. programs to practice under direct supervision of a licensed physical therapist while awaiting licensure examination results.

Temporary permits are non-renewable and void if the permittee fails to pass a national board-approved examination within 6 months of graduation.

Requires supervising physical therapists to have been licensed for a minimum of 6 months, supervise only one permittee at a time, and cosign all patient records produced by the temporary permittee.

Establishes identical temporary permit requirements for physical therapist assistants, including direct supervision, malpractice insurance, and the same 6-month examination deadline.

Amends prohibited acts statute to include practicing physical therapy without an active license or temporary permit, and makes temporary permits subject to suspension and revocation provisions.
