Appropriates $650,000 from the General Revenue Fund to the Department of Health for compensation to Yvonne Morton for injuries sustained from a January 2, 2007 vehicle accident caused by a Department of Health employee's negligence.

Directs the Chief Financial Officer to issue a warrant to Yvonne Morton for $650,000 from Department of Health funds in the State Treasury.

Combined with the Department of Health's $100,000 statutory liability payment under Florida Statutes section 768.28, this appropriation provides sole compensation for all present and future claims arising from the accident.

Limits attorney's fees, lobbying fees, costs, and other expenses relating to this claim to a maximum of 25 percent of the $650,000 award.

Takes effect upon becoming law.
