Amends Florida Statutes to delete the provision allowing player-activated vending machines that dispense instant lottery tickets and consolidates vending machine requirements into a single regulatory section.

Revises section 24.111 to require the Department of the Lottery to lease all instant ticket vending machines that dispense online lottery tickets, instant lottery tickets, or both online and instant lottery tickets.

Establishes new requirements for vending machines dispensing lottery tickets in section 24.112, including that machines must dispense tickets after coin or currency insertion, be capable of electronic deactivation for 5 minutes or more, and be designed solely for lottery ticket dispensing.

Requires retailers using vending machines to maintain direct line of sight, ensure at least one employee is on duty (or two employees if retailer has violated section 24.1055), and prohibits use of vending machines for redeeming winning tickets.

Prohibits vending machines from including video reels, mechanical reels, or video depictions of slot machine or casino game themes for game play, though casino themes may appear on tickets and signage; effective July 1, 2012.
