Amends Florida Statutes section 744.301 to replace "mother and father" with "parents" as the natural guardians of minor and adopted children.

Changes terminology from "custody" to "parental responsibility" when describing guardianship rights following marriage dissolution, including references to sole and shared parental responsibility arrangements.

Authorizes natural guardians to settle claims, collect proceeds, manage property, and make elections regarding insurance policies and benefit plans on behalf of minor children without court appointment, authority, or bond when aggregate amounts do not exceed $15,000.

Clarifies that neither parent may act as natural guardian if neither has been granted parental responsibility for the child following marriage dissolution.

Takes effect October 1, 2012.
