Authorizes Pinellas Suncoast Transit Authority to accept discretionary sales surtax proceeds for transportation purposes if Pinellas County levies such a surtax under Florida Statutes section 212.055(1)

Prohibits the authority from levying and collecting ad valorem property tax revenue after electing to accept discretionary sales surtax funding

Maintains the authority's existing authorization to levy ad valorem tax on taxable real property at a rate not exceeding three-quarters of a mill, subject to voter approval by qualified electors in the transit area

Permits the authority to issue tax anticipation notes of indebtedness in anticipation of collecting property taxes
