Urges Secretary of Homeland Security Janet Napolitano and the Department of Homeland Security to create a Haitian Family Reunification Parole Program to expedite family reunification for Haitian citizens seeking to immigrate to the United States.

References the January 12, 2010 Haiti earthquake that killed 250,000 people and left over 1 million homeless, injured, and lacking access to clean water and food.

Notes that President Obama granted temporary protected status to eligible Haitian citizens and that Secretary Napolitano extended this status for an additional 18 months as of May 17, 2011.

Proposes a program modeled on the existing Cuban Family Reunification Program to allow Haitian applicants with approved visas to immigrate without extended waiting periods and to discourage illegal migration.

Directs copies of the memorial be sent to the President, Congress leadership, all Florida congressional delegation members, and Secretary Napolitano.
