Division of Pari-mutuel Wagering must adopt rules regulating slot machines, including specifications for internal components, hardware, software, and random-number generators to ensure random probabilities of winning plays.

Rules must include procedures for scientific testing and evaluation of slot machines and components through independent testing laboratories with national reputation that are not owned or controlled by licensees.

Slot machine licensees must maintain a $2 million bond, comply with pari-mutuel permit requirements, conduct full schedules of live racing or games, and submit security plans with floor plans and camera locations.

Each slot machine's random-number generator may serve only one player station or terminal, but machines may be linked within a facility for progressive jackpot payouts and between licensed facilities in Florida or other jurisdictions.

Minimum payout percentage for slot machines is 85 percent, and licensees must implement drug-testing programs for occupational licensees and report employment, vendor, and minority contracting compliance annually.
