Restores state preemption over all firearms and ammunition regulation, reversing amendments from 2011, while allowing neutral zoning ordinances that treat firearms businesses the same as other businesses.

Reinstates a limited exception permitting individual counties to adopt ordinances requiring a waiting period of up to 3 working days between handgun purchase and delivery, with majority county commission approval required.

Defines exemptions from waiting periods for concealed carry license holders, existing firearm owners, law enforcement, licensed dealers, and individuals who have reported threats to local police.

Eliminates enforcement provisions including civil penalties up to $5,000, injunctive relief, damages awards up to $100,000, employment termination authority, and private lawsuits against local governments for firearms regulation violations.

Takes effect October 1, 2012 and applies to regulations governing firearms storage and transportation in addition to purchase, sale, transfer, manufacture, ownership, and possession.
