• Creates new Florida Statute 1002.47 allowing faith-based postsecondary institutions to operate without a license by submitting an annual affidavit of statutory compliance oversight to the Office of Independent Education and Parental Choice by April 1 each year.

• Requires institutions with students receiving state or federal financial aid to obtain a license; establishes minimum credit hour requirements for degrees (60 semester hours for associate degrees, 120 for bachelor's degrees, 30 additional for master's degrees, and 30 additional for doctorate degrees).

• Mandates institutions include disclaimers on publications if accredited by non-U.S. Department of Education recognized agencies, and ecclesiastical licenses must be clearly marked as non-government-issued.

• Requires institutions to adopt written nondiscrimination policies, credit transferability policies, and refund policies allowing full tuition refunds if students notify the institution within 5 business days of first payment.

• Eliminates the previous exemption for religious colleges operating without governmental oversight under Section 1005.06(1)(f) and directs the Attorney General to investigate complaints and enforce compliance or prohibit non-compliant institutions from operating in the state.
