• Creates a new "Sun, Sea, and Smiles" specialty license plate with an annual use fee of $25.

• Plate design must display "Florida" at the top and "Sun-Sea-Smiles" at the bottom with colors and design approved by the department.

• Annual use fees are distributed as follows: 5% to Florida Caribbean Charitable Foundation for marketing, 40% to Florida Caribbean Charitable Foundation for scholarships (60%), health/wellness programs (15%), and Caribbean culture promotion (25%), with 20% to The American Friends of Jamaica, Inc., 10% to Haitian Neighborhood Center Sant La, Inc., 10% to FANM Ayisyen Nan Miyami, Inc., 10% to Greater Caribbean American Cultural Coalition, Inc., and 5% to Little Haiti Optimist Foundation, Inc.

• Organizations receiving funds may use up to 5% of their distributions for administrative and marketing expenses.

• Effective date is July 1, 2012.
