Proposes amendment to Article IX, Section 7 of the Florida Constitution to revise the selection process for the student member of the Board of Governors of the State University System.

Replaces the president of the Florida Student Association with the chair of the council of state university student body presidents as the student member of the Board of Governors.

Requires the Board of Governors to organize and maintain a council consisting of all student body presidents of the state university system.

Requires submission of the proposed amendment to Florida voters at the next general election or earlier special election authorized by law for approval or rejection.
