• Amends rental agreement termination provisions to exempt government rent subsidies from waiver rules unless action is not instituted within 45 days of landlord's actual knowledge of noncompliance.

• Authorizes Florida Housing Finance Corporation to allocate up to 10 percent of annual low-income housing tax credits and nontaxable revenue bonds to high-priority projects including economic development housing, veterans' housing, and special needs populations.

• Expands housing authorities' powers to develop commercial projects providing essential goods and services (groceries, clothing, child care, financial services) collocated with residential housing for low-income persons.

• Designates access to essential commercial goods and services for low-income residents as a public use and governmental function, exempting related housing authority property from ad valorem taxes and special assessments.

• Increases the threshold for public housing authorities forming self-insurance funds from $4 million to $5 million in annual normal premiums.
