State Board of Administration prohibited from voting on or in favor of proxy resolutions advocating expanded United States trade with Cuba or Syria, with annual reporting requirements on proxy activities.

State agencies and local governments prohibited from contracting for goods and services of $1 million or more with companies engaged in business operations in Cuba or Syria.

Companies must certify they are not engaged in business operations in Cuba or Syria when bidding on contracts or renewing existing contracts worth $1 million or more.

Companies submitting false certifications face civil penalties of $2 million or twice the contract amount (whichever is greater), plus attorney's fees and costs, and are ineligible to bid on government contracts for 3 years.

Only state agencies or local governmental entities can bring civil actions to enforce penalties; no private right of action is permitted; law becomes effective July 1, 2012.
