Authorizes the City of Miami to pay $2,550,000 plus 6 percent annual interest to Melvin and Alma Colindres as compensation for the wrongful death of their son Kevin Colindres on January 5, 2007.

Compensates for death resulting from Miami police officers' negligence in failing to monitor vital signs, administer CPR, and properly handle Kevin Colindres, an 18-year-old with severe autism and intellectual disabilities, during a December 12, 2006 incident.

Payment is intended as sole compensation for all present and future claims arising from the incident, following an arbitration award of $2,750,000 and final court judgment in case 07-13294 CA 01.

Limits attorney's fees, lobbying fees, costs, and related expenses to 15 percent of the first $1,000,000, 10 percent of the second $1,000,000, and 5 percent of the remainder, totaling $277,500 maximum.

Takes effect upon becoming law.
