Revises judicial nominating commission composition by requiring five Governor-appointed members to serve at the Governor's pleasure, except those selected from Florida Bar nominee lists who serve specific terms.

Requires expired terms or vacancies on judicial nominating commissions to be filled by appointment in the same manner as the member whose position is being filled.

Deletes requirement that Executive Office of the Governor establish uniform rules of procedure when suspending judicial nominating commission members for cause.

Consolidates judge of compensation claims appointments under the First District Court of Appeal's judicial nominating commission, eliminating the separate compensation claims nominating commission.

Appropriates $500,000 in recurring General Revenue Fund dollars to the Florida Bar Foundation's Law Student Assistance Grant Program for scholarships to female and minority law students seeking future judicial office, effective July 1, 2012.
