Requires the Department of Environmental Protection and water management districts to grant general permits for construction, alteration, and maintenance of surface water management systems serving up to 10 acres, allowing projects to proceed without further agency action if specified conditions are met.

Establishes thermal efficiency standards for low-sloped roofs (minimum 0.72 initial reflectance or 0.5 three-year reflectance), ballasted roofs (minimum 0.30 reflectance), and steep-sloped roofs (minimum 0.15 reflectance) to reduce heat island effect.

Defines thermal-efficient hardscapes as impervious surfaces with minimum 0.30 initial reflectance and provides default reflectance values for paving materials including concrete (0.20-0.70) and asphalt (0.05-0.10).

Adds definitions for key terms including ballasted roof, hardscape, heat island effect, low-sloped roof, solar reflectance, and steep-sloped roof to Florida's building code standards.

Effective date is July 1, 2012.
