Postpones deadline for domestic wastewater facilities to meet advanced treatment requirements from December 31, 2018 to December 31, 2020, with cumulative loading reductions continuing through December 31, 2025.

Requires utilities with ocean outfall permits as of July 1, 2008 to install functioning reuse systems by December 31, 2025 that provide minimum 60 percent reuse of baseline facility flow, with reuse allowed for irrigation, aquifer recharge, groundwater recharge, industrial cooling, or other department-authorized purposes.

Prohibits construction of new ocean outfalls and expansion of existing outfalls, limits outfall discharge capacity to July 1, 2008 permit levels, and prohibits ocean outfall discharge after December 31, 2025 except as backup discharge during periods of reduced reclaimed water demand or peak flows.

Allows utilities sharing a common ocean outfall on July 1, 2008 to be individually responsible for meeting reuse requirements and to enter into binding agreements to share or transfer responsibility among themselves.

Requires permit holders to submit detailed plans by July 1, 2013 identifying technical, environmental, and economic feasibility of reuse options and financing mechanisms, with updates due by July 1, 2016.
