Amends Florida law to specify illegal equipment and paraphernalia for animal fighting or baiting, including pens, gaffs, sparring gloves, betting slips, fight records, cat mills, and scales when found with other fighting-related items, with violations punishable as third-degree felonies.

Establishes factors courts and juries must consider when determining if an object is animal fighting paraphernalia, including statements about its use, proximity to violations, presence of blood, instructions provided, and legitimate uses in the community.

Clarifies that conviction for actually conducting animal fighting is not required to convict someone for possessing or selling fighting paraphernalia.

Adds animal fighting and baiting violations under Section 828.122 to the list of offenses constituting "racketeering activity" for purposes of Florida's RICO (Racketeer Influenced and Corrupt Organization) Act.

Takes effect July 1, 2012.
