Authorizes owners of vehicles titled or registered as low-speed vehicles to convert them to golf carts through a process requiring verification by the department regional office and surrender of registration and title.

Establishes a $40 fee to cover verification costs and administrative expenses associated with low-speed vehicle to golf cart conversions.

Revises the definition of "low-speed vehicle" to remove the requirement that such vehicles be electric powered, while maintaining the speed range of greater than 20 miles per hour but not greater than 25 miles per hour.

Requires low-speed vehicles to comply with federal safety standards in 49 C.F.R. sections 571.500 and 316.2122.

Takes effect July 1, 2012.
