Creates section 401.466 allowing certified emergency medical technicians and paramedics to voluntarily enter treatment programs for impaired practitioners at the consultant's election, with costs not charged to the Department of Health.

Creates section 468.315 allowing certified radiologic technologists to voluntarily enter treatment programs for impaired practitioners at the consultant's election.

Amends section 456.076 to exempt consultant entities from substance abuse and mental health licensing requirements if they employ or contract with licensed professionals to provide required services.

Establishes that impaired practitioner consultants are official custodians of confidential records and may restrict disclosure of information to impaired licensees except as necessary for consultant duties.

Effective date: July 1, 2012.
