Authorizes the city of Haines City to appropriate and pay $825,094 to Thomas and Karen Brandi as compensation for injuries sustained in a March 26, 2005 vehicle accident involving a Haines City police officer

Compensates Thomas Brandi for life-threatening injuries including aortic arch tear, multiple fractures, and traumatic brain injury; compensates Karen Brandi for loss of consortium

Establishes that the payment combined with the $200,000 previously paid under sovereign immunity limits and $100,000 from uninsured motorist insurance provides sole compensation for all present and future claims arising from the accident

Limits attorney's fees, lobbying fees, costs, and similar expenses to 15 percent of the total amount awarded under this act

Takes effect upon becoming law
