Lowers the maximum ad valorem tax millage rate for the Lealman Special Fire Control District from 10 mills to 5.75 mills for operating purposes, subject to voter approval in a referendum election.

Annexed unincorporated areas lose their exemption from district ad valorem taxes once a municipality annexes them.

Allows municipalities annexing territory within the district boundaries between the effective date and July 1, 2016 to continue receiving fire, rescue, and emergency medical services from the district.

Requires municipalities to pay the district annually by May 1 for services in annexed territory using the millage rate in effect on the bill's effective date, with payments continuing indefinitely unless the district is relieved of all service responsibility.

Provides that the prevailing party in litigation to enforce the act is entitled to recover attorney fees and costs; these annexation payment requirements do not apply to annexations after July 1, 2016.
