Expands early voting sites to include city halls, public libraries, courthouses, civic centers, convention centers, community centers, county government centers, conference centers, community colleges, universities, colleges, fairgrounds, and any other locations designated by the supervisor of elections

Eliminates the requirement that branch offices must be designated and used as early voting sites for at least 1 year before an election

Requires each county to operate the same total number of early voting sites used in the 2008 general election, or one site plus one additional site for every complete set of 65,000 registered voters, whichever is greater

Changes early voting period for state or federal elections from 15 days before to 10 days before the election, and from 2 days before to 3 days before the election

Establishes early voting hours at 12 hours per weekday and 12 hours aggregate each weekend at each site, with sites opening no sooner than 7 a.m. and closing no later than 7 p.m.
