CS/CS/HB 1081 - Controlled Substances Summary

• Replaces "physiatrist" with "psychiatrist" in addiction medicine specialist definitions and corrects terminology throughout controlled substance prescribing statutes.

• Adds American Board of Medical Specialties to recognized certification entities for board-certified pain management physicians.

• Removes rheumatoid arthritis from the definition of "chronic nonmalignant pain" and exempts rheumatologists and physician multispecialty practices from pain management clinic registration requirements.

• Prohibits knowing use of Schedule II controlled substances intended for oral administration in any other manner, establishing this as a criminal offense with felony penalties.

• Takes effect October 1, 2012.
