Creates civil cause of action for injunctions for protection against stalking and cyberstalking, allowing victims or parents/guardians of minor victims to file in circuit court without filing fees.

Redefines "course of conduct" and "credible threat" to include threats delivered by electronic communication or implied by pattern of conduct that places person in reasonable fear for safety of themselves, family members, or closely associated individuals.

Establishes procedures for ex parte temporary injunctions valid up to 15 days, followed by full hearings; prohibits mutual orders of protection but allows separate injunctions if each party complies with requirements.

Creates criminal offense for violating stalking injunctions with penalties including prohibition on possessing firearms or ammunition, and authorizes courts to award economic damages including attorney fees to victims injured by violations.

Amends foreign protection order recognition to include stalking and cyberstalking injunctions and sentencing requirements to consider restraining orders up to 10 years; effective October 1, 2012.
