State Board of Education must ensure not-for-profit professional teacher associations offering free training and open membership receive equal access to initial orientations, voluntary meetings, teacher mailboxes for literature distribution, and authorization to collect voluntary membership fees through payroll deduction.

Not-for-profit professional teacher associations are exempt from employee organization regulations under chapter 447 until they apply for registration as a certified bargaining agent.

Department of Education must annually post online the liability limitations provided by general law to instructional personnel, suggested criteria for determining appropriate additional liability insurance levels, and options for procuring such insurance.

Postsecondary educational institutions and district school boards are prohibited from requiring students enrolled in teacher preparation programs to purchase liability insurance as a condition of participating in clinical field experiences or related activities at elementary or secondary schools.

Act takes effect upon becoming law.
