Nongovernmental organizations receiving over $100,000 in state funds must submit a detailed expenditure report by June 30 of the fiscal year the funds were received, excluding Medicaid service providers and transportation project organizations.

Required report contents include a detailed salary and compensation list for each employee, expenditures for vehicles, travel, educational development, media outreach, technology, and other operating and capital expenses.

Report must include a narrative description explaining how the state appropriation was used and detailing specific expenditures made to achieve the service provided.

Reports must be submitted electronically and posted on the Florida Fiscal Portal website in the form and manner prescribed jointly by the President of the Senate and the Speaker of the House of Representatives.

State agencies must include a requirement in all contracts with nongovernmental organizations receiving over $100,000 in state funds that the organization comply with these reporting requirements.

Effective date is July 1, 2012.
