HB 1133 Summary: Mature Drivers Act

• Reduces minimum age for learner's driver's license from 16 to 15 years old and full driver's license eligibility from 17 to 16 years old.

• Requires 16-17 year-old drivers to hold a valid learner's license for at least 12 months with no moving traffic convictions, or attend traffic school if they have a conviction, before obtaining a full license.

• Requires 16-17 year-old applicants to have at least 50 hours of behind-the-wheel driving experience supervised by a licensed driver 21 years or older, including a minimum of 10 hours at night.

• Restricts driving privileges of Class E licensees ages 15-17 who accumulate 6 or more points within 12 months to business purposes only for at least 1 year, with 90-day extensions for each additional point.

• Lowers age threshold for reporting mental or physical disabilities affecting driving ability from 16 to 15 years old; takes effect July 1, 2012.
