HB 1141 Summary: Public School System

• Discontinues FCAT administration and replaces it with subject area assessments (grades 3-5), end-of-course assessments (grades 6-12), and diagnostic assessments (grades 6, 8, 10)

• Modifies high school graduation requirements to include 24 credits, performance on end-of-course assessments, GPA, student portfolios, and other measurable indicators instead of FCAT scores

• Revises school grading system to be based on subject area and end-of-course assessment scores (25%), student achievement, learning gains, and other factors (75%), effective 2014-2015 school year

• Creates assessment alignment committee to develop new assessment standards, transition procedures, and school grading formulas by August 1, 2014, with implementation beginning 2014-2015

• Eliminates mandatory grade 3 reading retention and replaces with discretionary retention allowing promotion "for good cause" with specific exemptions for students with reading deficiencies
