Establishes uniform filing and election dates for all municipal elections in Broward County, without determining the length of municipal office terms.

Requires candidates for March elections to file qualification papers and fees between noon on the first work day in January and noon on the 7th day following; candidates for November elections must file between noon on the first work day in September and noon on the 7th day following.

Sets primary elections for municipal offices on the second Tuesday in February and general elections on the second Tuesday in March or the first Tuesday after the first Monday in November of even-numbered years; municipalities with November general elections shall not hold primaries.

Allows municipalities to extend or reduce terms of office by up to 8 months to implement changes in election dates, and permits Charter amendments to change election dates by ordinance subject to referendum approval with at least 18 months notice.

Requires the county canvassing board to canvass all municipal elections and certify results to city clerks within 5 days; directs the Broward Supervisor of Elections to provide a schedule of election service fees to municipalities by the first work day in April.
