CS/CS/CS/HB 1163 - Adoption Law Amendments

• Requires adoption entities for all minor child adoptions (except relative and stepparent adoptions) and mandates parents be informed of private adoption placement availability in dependency cases.

• Establishes strict compliance requirements for unmarried biological fathers to protect parental rights, including filing claims with the Florida Putative Father Registry and demonstrating financial support and parental involvement.

• Modifies consent and revocation procedures, allowing birth mothers 48 hours after birth before consent is binding and imposing a 3 business day revocation window for children over 6 months old.

• Restricts court authority to increase contact between adopted children and biological relatives without adoptive parents' consent and prohibits prenatal consent except in preplanned adoptions.

• Effective July 1, 2012; applies remedial provisions to pending proceedings and updates terminology regarding "revocation" versus "withdrawal" of consent throughout adoption statutes.
