Allows veterans to add a capital "V" designation to identification cards and driver licenses upon presentation of DD Form 214 or acceptable Department of Veterans' Affairs documentation.

Veterans may obtain the "V" designation on replacement identification cards or licenses with a $2 fee deposited into the Highway Safety Operating Trust Fund, capped at the $2 maximum as stated in legislative intent.

Permits issuance of replacement identification cards or driver licenses with the "V" designation without payment of standard replacement fees if no other transactions affecting the card or license are being conducted.

Requires veterans to surrender their current card or license and provide acceptable veteran status documentation to obtain the designation until their next renewal.

Takes effect July 1, 2012.
