Increases minimum weekly performances required for pari-mutuel facilities from three to four performances per week under a single admission charge.

Repeals provisions allowing conversion of pari-mutuel permits to summer jai alai permits.

Deletes voiding and reissuance provisions for harness and thoroughbred horse permits for failure to operate or pay taxes on handle.

Reduces minimum days of thoroughbred horse sales from 15 to 8 days required for licensure for limited intertrack wagering at permanent sales facilities.

Allows quarter horse permit holders until January 1, 2013, to convert their permits to thoroughbred racing permits and reapply for quarter horse permits at the same location, with provisions expiring July 1, 2013.
