CS/CS/HB 1175 - Controlled Substances Summary

• Adds 142 hallucinogenic substances to Florida's Schedule I controlled substances list, including synthetic cannabinoids (JWH compounds), synthetic cathinones (bath salts), and designer drugs like MDPV and various piperazines.

• Provides reduced penalties for possession of 3 grams or less of certain Schedule I hallucinogenic substances (items 46-50 and 114-142), making such offenses a first-degree misdemeanor instead of a felony.

• Updates section 893.13 penalties for drug trafficking and delivery offenses to reference the newly added Schedule I substances, maintaining enhanced penalties for distribution near schools, child care facilities, universities, parks, and public housing.

• Reenacts Criminal Punishment Code offense severity rankings (section 921.0022) to incorporate the amended controlled substances list in criminal sentencing guidelines.

• Effective upon becoming law.
