Extends the time third-party voter registration organizations can hold collected applications from 10 days to 48 hours before submission to election officials, with fines of $50-$250 per application for violations and up to $1,000 per application for willful violations, capped at $1,000 aggregate annually per organization.

Removes the Secretary of State's authority to refer third-party voter registration violations to the Attorney General for civil enforcement action.

Extends the validity period for signatures on ballot initiative petitions from 4 years to 2 years following the signature date.

Permits voters who move to a new precinct within the same county to vote in their new precinct by completing an affirmation form, without requiring advance voter registration changes.

Expands early voting periods for state and federal elections to begin 15 days before an election and end 2 days before the election, up from the previous 10 days before to 3 days before.
