• Changes board of supervisors terms from 4 years to 3 years, with staggered elections beginning in 2015 for seats designated one, two, and three in consecutive years.

• Modifies supervisor compensation from monthly payments to a per-meeting rate of $200 per meeting, capped at $2,400 per year, plus reasonable travel expenses.

• Requires a minimum of five separate landowner parcels to constitute quorum at landowner meetings (in addition to majority acreage requirement).

• Conforms bidding requirements to Florida Statutes section 287.017 for goods/supplies/materials and section 255.20 for public works, while removing the previous $4,000 threshold requirement.

• Allows the district to utilize state term contracts through the Department of Management Services for purchasing commodities and contractual services.
