HB 1215 Summary

• Abolishes Agency for Enterprise Information Technology and transfers all personnel, functions, and funds to the newly created Agency for State Technology by type two transfer.

• Creates Agency for State Technology with an executive director serving as the state's Chief Information Officer, appointed by the Governor and confirmed by the Cabinet and Senate, reporting to the Governor and Cabinet.

• Transfers technology programs and shared resource centers from the Department of Management Services to the new agency, including the Northwood and Southwood Shared Resource Centers, and telecommunications, accessibility, and E911 functions.

• Establishes transition and consolidation requirements including creation of enterprise IT service consolidation roadmaps, comprehensive transition plans due to Governor and Legislature, and suspension of data center consolidations for fiscal year 2012-2013.

• Effective July 1, 2012 with extensive conforming changes to multiple statutes related to financial management, procurement, E911 services, telecommunications, broadband, and emergency medical communications.
