Requires passage of a department-approved examination effective October 1, 2012, measuring competency and proficiency in public safety telecommunication training for all 911 public safety telecommunicator certification applicants.

Allows persons employed as 911 public safety telecommunicators, sworn state-certified law enforcement officers, or state-certified firefighters before April 1, 2012, to waive the training program requirement upon passing the examination.

Waives full certification requirements for sworn state-certified law enforcement officers who are selected by their chief executive to perform 911 telecommunicator duties on an occasional or limited basis, provided they pass the department-approved examination.

Requires law enforcement officers who fail the examination to complete a department-approved public safety telecommunication training program before retaking the examination.

Exempts testing required for sworn state-certified law enforcement officers from examination fees.
