Creates Section 28 of Article I of the Florida Constitution to authorize a citizens' veto referendum allowing voters to reject a law or portion of a law by referendum vote.

Citizens' veto cannot be applied to laws making appropriations for salaries and expenses, special laws, or emergency laws necessary for public peace, health, or safety (which must be enacted by two-thirds vote and include justification).

Initiative process requires submitting a written application with the law's full text and signatures of at least 50 registered electors to the custodian of state records within 10 business days after legislative adjournment, which suspends the law upon certification.

Petition signatures equal to 7.5 percent of votes cast in the most recent gubernatorial election must be collected within 90 days for the referendum to appear on the next general election ballot.

Amends Article III, Section 9 to change the effective date of laws from 60 days to 10 days after legislative adjournment sine die, and permits majority voter rejection of laws to result in repeal upon referendum certification.
