Creates public records exemption for personal identifying information of individuals insured or formerly insured under mandatory emergency payments insurance policies held by the Department of Highway Safety and Motor Vehicles.

Exempts insurance policy numbers for such policies from public records disclosure requirements.

Allows the department to release a policy number upon written request and crash report copy to persons involved in motor vehicle accidents, their attorneys, or insurers of involved parties.

Applies retroactively to information held by the department before, on, or after the effective date of the amendment.

Exemption subject to sunset review and will be repealed on October 2, 2017, unless reenacted by the Legislature; effective date contingent on passage of HB 1007 or similar legislation.
