Creates section 560.312 of Florida Statutes to establish a public records exemption for information in the Office of Financial Regulation's database of payment instrument transactions submitted by money services business licensees.

Allows licensees to access their own submitted information and permits the office to share database information with law enforcement agencies and other governmental agencies through information-sharing agreements for detecting and deterring financial crimes.

Requires any department or agency receiving confidential information from the database to maintain its confidentiality except when a court order compels disclosure to a specific party.

Subjects the exemption to the Open Government Sunset Review Act and repeals it on October 2, 2017 unless the Legislature reenacts it.

Takes effect contingent upon the enactment of HB 1277 or similar legislation in the same legislative session.
