Re-creates the North Lake County Hospital District as an independent special taxing district in Lake County with authority to levy up to 1 mill ad valorem tax on nonexempt property to fund indigent care.

Establishes a six-member board of trustees elected by district residents, with three trustees from the Northeast Territory and three from the Northwest Territory, limited to two 4-year terms each.

Prohibits persons who served as officers or board members of hospitals located in the district within 2 years before an election from seeking election to the board of trustees, effective with the 2014 general election.

Restricts use of tax funds to paying for indigent care at licensed providers, administrative expenses, grant matching, and county service contracts, with prohibitions on bonds, capital expenditures, and payments for bad debts or insurance shortfalls.

Sets district expiration at the end of fiscal year 2017 unless voters approve continuation in a 2016 referendum, with continuation votes required every 10 years thereafter.
