Creates section 119.035, F.S., establishing that public records law (chapter 119) applies to officers-elect upon their election to public office.

Requires officers-elect to adopt reasonable measures ensuring compliance with public records obligations and maintain records according to their elected office's policies and procedures.

Mandates that online and electronic communication systems used by officers-elect preserve public records to prevent impairing public inspection or copying rights.

Requires officers-elect to deliver all public records created during the post-election period to the appropriate records management personnel upon taking the oath of office.

Defines "officer-elect" as the Governor, Lieutenant Governor, Attorney General, Chief Financial Officer, and Commissioner of Agriculture.

Amends section 286.011 to require that board and commission meetings attended by newly elected members who have not yet taken office be open to the public.

Effective date: July 1, 2012.
