CS/HB 1313 - Dental Hygienists

• Authorizes dental hygienists under direct supervision of a dentist to administer local anesthesia (including intraoral block and soft tissue infiltration) to nonsedated patients age 18 and older if educational requirements are met.

• Requires dental hygienists who administer any form of anesthesia to maintain current certification in basic or advanced cardiopulmonary resuscitation or advanced cardiac life support with recertification every 2 years.

• Mandates that dental hygienists seeking to administer local anesthesia complete at least 30 hours of didactic instruction and 30 hours of clinical experience covering pain control theory, anatomy, pharmacology, techniques, and medical emergencies, with a one-time application fee not to exceed $35.

• Establishes that administering local anesthesia is a delegable task for dental hygienists and adds it to the list of remediable and delegable duties.

• Takes effect upon becoming law.
