Incorporates a portion of St. Lucie County into Martin County by revising the legal description and boundary lines of both counties.

Transfers all public roads and public rights-of-way within the transferred area from St. Lucie County to Martin County jurisdiction.

Requires St. Lucie County and Martin County to execute an interlocal agreement by September 30, 2013, providing a plan for transfer of services, personnel, and public infrastructure, including compensation for St. Lucie County's infrastructure investments minus depreciation.

Martin County must compensate St. Lucie County with tax and assessment revenue from the transferred area, with the fiscal year 2013-2014 base amount less 10 percent transmitted initially, then declining by 10 percent annually through fiscal year 2022-2023, plus revenue sharing on collections exceeding the base by more than 3 percent.

Becomes effective September 30, 2013, contingent on approval by majority vote of qualified electors in the transferred area voting in a referendum conducted by St. Lucie County.
